In fact, the nationality of any of the characters is entirely superfluous and doesn't add to the joke, so it could as well be left out and not make it sound so racist. Seriously though, the cat is super-popular in India, so I don't think it's exactly right to paint him as a totally self-contained phenomena. There are lots of people and lots of cash encouraging him to behave this way. BTW, he always wears wigs in these videos. Because he's also mostly bald.
